An ex- US state department official, Dan Fried, observed, "Putin is trying to derail the progress toward greater sanctions on the Kremlin." Fried continued, "We'll see tomorrow, but the likelihood of moving toward a ceasefire by pushing Russia to get serious seem to have diminished."

This situation followed Trump had in recent days been strengthening his language toward Russia until Thursday's conversation with Putin, which the Russian government characterized as "extremely frank and constructive."

EU Energy Sanctions and Market Impact

EU authorities have established a mandate for energy suppliers into the EU to demonstrate their fuels are not made from Russian oil, as stated in a document released on recently. This step is included in the EU's forthcoming ban on imports of refined products made from Russian crude, which is included in its latest sanctions package against Russia over its war in Ukraine.

Some oil processors in India are getting ready to reduce Russian oil imports, with expectations of a phased reduction, according to insiders knowledgeable about the situation.

"This is a favorable turn for the oil market as it would remove a big buyer of Russian crude," said a market analyst, noting that oil prices were stable on the trading day.

Security Developments and Energy Attacks

A large-scale Russian drone and missile attack targeted gas facilities in eastern Ukraine on the same day, causing disruptions in multiple regions. Authorities in Ukraine stated that Russian forces deployed hundreds of drones and dozens of missiles, along with glide bombs.

"This autumn, the Russian forces use daily opportunities to strike at our energy infrastructure," declared Ukraine's president, adding that attacks impacted the regions of northern Ukraine, Kharkiv, central Ukraine, Sumy and Vinnytsia.

International Political Responses

Kyiv's representative to the United States, Olga Stefanishyna, stated that Russia demonstrated its real approach to peace through the "violence" of such strikes. "The Russian government yet again chose missiles over talks, turning this assault into a direct blow to current peace efforts," Stefanishyna commented.

At the same time, the EU's foreign policy chief, Kaja Kallas, stated that the EU had little option but to build up defensive systems against Russia. She revealed a "roadmap" to prepare for possible security challenges by 2030, featuring a new anti-drone system to be fully operational by the end of 2027.

This initiative, dubbed the "EU defensive program," is expected to start operations initially by the 2026 timeline and be fully functioning by the end of 2027. EU authorities aims to obtain the support of member state representatives at a meeting in the coming days.
