A funding package that would terminate the longest government shutdown in the nation's history is heading to the House of Representatives for a crucial vote on midweek.

On the 43rd day of the political impasse, congressional members are coming back to Washington to determine if they will pass a Senate package that would fund government departments for the next eight weeks.

GOP leaders expressed confidence the budget proposal would be approved by the House of Representatives, notwithstanding their tight margin. But Democratic leadership pledged to fight it.

"We're restoring our nation," he declared on Tuesday at a Veterans Day event in Arlington, Virginia. "Should have never been closed."

Consequences of the Funding Lapse

The shutdown, which commenced on October 1st, has left a public sector staff unpaid, stopped nutrition assistance for economically vulnerable citizens, and slowed aviation for passengers ahead of the November celebration.

With nearly 1,200 flights grounded on the previous day as furloughed aviation staff take sick leave because of the appropriations stalemate, lawmakers are using different means to arrive in the capital.

The House Rules Committee advanced the bill in a procedural party-line vote by a margin of four in the early hours of the voting day, concluding a marathon deliberation.

Majority party representatives brushed aside Democratic amendments aiming to continue expiring health insurance subsidies - their main demand during the standoff.

The chamber is expected to reconvene at the afternoon session (9 PM Greenwich Mean) to conduct sixty minutes of discussion on the bill before a ballot.

Opposing View

Democratic leader Hakeem Jeffries of New York promised to challenge the legislation.

"We firmly object as House Democrats to this irresponsible GOP attempt to continue to raise the rising expenses on working families," he stated to CNN.

The minority representative has voiced disappointment with Democratic senators who supported Republicans on the night before to approve the funding measure.

Major Points

A primary requirement of minority members during the closure has been that the majority include in the budget legislation a clause to continue government subsidies that make healthcare less expensive for a significant population.

But the majority party remained cohesive and refused to budge, accepting solely allow a vote in December on the medical assistance, a proposal they had made weeks ago.

And there is uncertainty that measure will get through the second legislative body, while the Speaker has still not guaranteed a vote on the subsidies in the House.

Legislative Mathematics

The Speaker has avoided convening the chamber for several weeks to apply stress to opposition senators to settle the impasse.

Neither party appears to have emerged unharmed from this legislative imbroglio.

Public opinion research suggest the public thinks Republicans bear somewhat greater of the culpability, while Democrats were deeply fractured by the legislative gamesmanship.

And once the shutdown is over, appropriators have merely eight weeks to avoid the subsequent closure.

Federal appropriations would subsequently be set to lapse on 30 January.
